In the early days of Naram-Sin, after the fall of the Sinful Ones, there were many nations, who all squabbled for power, and did not know their purpose. When the First God Emperor came, He conquered and united these nations into the Empire. 

The last of these nations was the kingdom of Atuni. It had recused itself from the wars, but did not know its purpose. The time came that The First God Emperor demanded Atuni’s surrender and annexation. 

So the King of Atuni came to the First God Emperor’s Palace, and he brought with him his minster of finance, his minister of agriculture, and his minister of war. They were given audience before the First God Emperor. 

And the King of Atuni spoke unto The First God Emperor, Oh mighty son of Naram-Sin, I see your glory and power. I have come to ask that you grant my kingdom peace and freedom. With me, I have brought my minister of finance, my minister of agriculture, and my minister of war. Ask what you will of them, take our treasures, our resources, and our weapons, but let my kingdom and my people be free. 

Then the First God Emperor answered the King of Atuni, you have my demands, King of Atuni, and they have not changed. We will take your entire country into our fold. They will not have their freedom. 

And the First God Emperor sent the King of Atuni away to sleep in the palace, where his ministers slept also.
